make man-install missing

In the 6.3 ragel distribution's main README file, it mentions making  
the man pages using 'make man-install'. Alas, that's not a target in  
the Makefile or doc/Makefile.

Here's an updated doc/Makefile.in to add that and a 'man' target. Also  
updated the README file to make this clear.
