Yes. The .dot output from ragel is what my first post is based on:
without any actions the minimal DFA tested okay as executable as well
as "on paper", i.e. the output of graphviz.

Then, when attributing the `clr' action to the start state, ragel
split the start state up into two states, from which the inner one got
all the back edges---only outgoing transitions remained for the start
state. That's why this thread is titled "runaway action".
